Telangana orders strict SC sub-classification in promotions

Hyderabad: The Telangana government has directed all departments, universities, public sector undertakings and autonomous bodies to strictly follow the sub-classification of Scheduled Castes (SC) in appointments, promotions and admissions to educational institutions, after reports that the rules were not being followed uniformly.
In a memo issued on Monday, October 26, the Scheduled Castes Development Department said it had come to the government’s notice that certain departments, heads of departments and district collectors were unclear about how to implement the Telangana Scheduled Castes (Rationalisation of Reservations) Act, 2025, and the rules framed under it.
Representations received by the government said the orders were not being followed in promotions, in particular, the memo said. SC associations and the Madiga Employees Coordination Committee had also asked the government to issue clear instructions on applying the rule of reservation in all admissions, recruitments and promotions.
The department said instructions had already been issued through a memo dated November 25, 2025, asking all departments, heads of departments and district collectors to implement the Act and the related Government Orders without deviation. Those guidelines apply to public appointments, promotions and seats in educational institutions, it added.
The latest memo reiterates those orders. It asks government departments, corporations, universities, public sector undertakings and other autonomous bodies to adhere strictly to the guidelines in all cases of appointments, appointments by transfer, promotions and admissions to educational institutions, “without any deviation.”
The Act was notified in the gazette on April 14, 2025, and sub-categorises SCs into three groups within the existing 15 per cent SC quota.
The memo refers to a letter from the Minister for Scheduled Castes Development, Tribal Welfare and Empowerment of Persons with Disabilities, Senior Citizens and Transgender Persons dated March 30, 2026. It also cites a representation from the chairman of the Madiga Employees Coordination Committee dated March 31, 2026.
It has been sent to all departments of the Dr BR Ambedkar Telangana Secretariat, which have been asked to pass it on to the heads of departments under them. It has also gone to the Commissioner of Scheduled Castes Development, all collectors and district magistrates, and the heads of SC welfare agencies.
A copy has been marked to the General Administration (Services-D) Department, which has been asked to issue the necessary instructions.
A copy has also been sent to Prof. Chinthakindi Kaseem, chairman of the Madiga Employees Coordination Committee.
